Rahim Hocine Decentralisation Budgetaire ‫د‪ .‬رحيم حسين‬ ‫أي ارتباط ألي اقتصاد؟‬ ‫المركزية الموازنة والتنمية المحلية‪ّ :‬‬ ‫المركزية الموازنة والتنمية المحلية‪:‬‬ ‫ألي اقتصاد ؟‬ ‫أي ارتباط ّ‬ ‫ّ‬ ‫د‪ .‬رحيم حسين‬ ‫جامعة برج بوعريريج‬ ‫مقدمة‪:‬‬ ‫يتجاذب نظريات إدارة الموازنة الدولة تياران رئيسان‪ :‬تيار اإلدارة المركزية وتيار اإلدارة‬ ‫الالمركزية‪ ،‬حيث يرى أصحاب التيار األول أن موارد الدولة يجب أن تدار بصورة مركزية‪ ،‬تكريسا‬ ‫للتكافل االجتماعي وضمانا للعدالة في توزيع ثروة األمة‪ ،‬وتحقيقا لألولويات التنموية اإلقليمية‬ ‫والقطاعية‪ ،‬هذا إضافة إلى أن التحوالت الج ديدة التي أفرزتها ظاهرة العولمة ومقتضيات االندماج في‬ ‫االقتصاد العالمي‪ ،‬التي تفرض أولوية االهتمام بالعالمية )‪ (l’international‬عن التفكير في المحلية‬ ‫)‪ ،(l’interlocal et l’intralocal‬في حين يرى أصحاب التيار الثاني أن تطبيق الالمركزية في إدارة‬ ‫موارد الدولة يعد من أهم مداخل تحقيق الفعالية في األنظمة الجبائية‪ ،‬كما أن الالمركزية من شأنها‬ ‫بعث الديناميكية في األقاليم وتعزيز جهود التنمية المحلية‪ ،‬خاصة وأن اإلدارة المركزية غالبا ما‬ ‫تتعرض لتعقيدات جمة‪ ،‬إن على مستوى التحصيل أو على مستوى التخصيص‪ ،‬وأنها طالما أدت إلى‬ ‫تهميش أقاليم على حساب أخرى‪ ،‬السيما في ظل أنظمة تطغى عليها العصبية‪ ،‬وهو ما يصطدم‬ ‫أصال وهدفي العدالة االجتماعية والتوازن الجهوي‪.‬‬ ‫لقد شهدت العقود الثالثة الماضية تحوالت عميقة أفرزتها ظاهرتان أساسيتان‪ :‬ظاهرة العولمة‪ ،‬بما‬ ‫انطوت عليه من تداعيات‪ ،‬وظاهرة تنامي الحركات الديمقراطية‪ ،‬خاصة في البلدان النامية‪ ،‬وقد كان‬ ‫لهذه التحوالت آثا ار بالغة على بنية الدولة وأنماط اإلدارة العمومية‪ ،‬ولعل من أبرز ما تولد عن ذلك‬ ‫توسع نطاق موجة الالمركزية لتشمل دوال أحادية طالما وسمت باألوتوقراطية‪.‬‬ ‫إن المنطلق األساس الذي تستند إليه الالمركزية هو الحكم الراشد‪ ،‬ذلك أن "الدولة لن تستطيع وال‬ ‫ينبغي لها أن تفعل كل شيء‪ :‬فالحوكمة هي أبعد أن تكون قضية القوة العمومية الوحيدة‪ .‬إنها تخضع‬ ‫لمشاركة الجميع في اتخاذ القرار"‪ .1‬فالالمركزية هي آلية لتكريس مبدأ المواطنة وجعل الدولة "دولة‬ ‫الجميع"‪ ،‬والتنمية هي قضية كل المجتمع‪ ،‬ولن يتحقق ذلك إال بتمكين األقاليم‪ ،‬عبر المجالس‬ ‫والهيئات المحلية المنتخبة‪ ،‬من المشاركة في صنع حاضرها ومستقبلها‪.‬‬ ‫يهدف هذا المقال إلى مناقشة جدلية المركزية والالمركزية في إدارة التنمية بوجه عام‪ ،‬وفي إدارة‬ ‫الموازنة العامة بوجه خاص‪ .‬غير أن التركيز سينصب على تحليل عالقة الالمركزية‪ ،‬والالمركزية‬ ‫‪1‬‬ ‫‪Rapport de la Commission pour la libération de la croissance française, Sous la présidence de‬‬ ‫‪Jacques Attali, 2008, p177‬‬ ‫مجلة دراسات جبائية‬ ‫‪7‬‬ ‫العدد ‪/03‬ديسمبر ‪1023‬‬ ‫د‪ .‬رحيم حسين‬ ‫أي ارتباط ألي اقتصاد؟‬ ‫المركزية الموازنة والتنمية المحلية‪ّ :‬‬ ‫الموازنية على وجه الخصوص‪ ،‬بالتنمية المحلية‪ ،‬وذلك من حيث طبيعة هذه العالقة وكيفية تنظيمها‬ ‫وادارتها‪ ،‬وما المتوقع منها‪ ،‬والى أي مدى يمكن الالمركزية الموازنية دعم التنمية المحلية وتعزيز‬ ‫فعالية األنظمة الجبا ئية ومكافحة التهرب الضريبي‪ ،‬وفي محور أخير سنحاول إجراء إسقاط على واقع‬ ‫الالمركزية بالجزائر‪ .‬وتجدر اإلشارة هنا إلى أن نظام "الالمركزية الموازنية"‬ ‫‪(décentralisation‬‬ ‫)‪ budgétaire‬يختلف عن نظام "فيدرالية الموازنة"
